There are a couple of considerations when building an arena.

First is the storage you have for your completed structure.   This determines what the arena is made of and how big it can be. 
Second is the choice of the type of arena: is there going to be any banked roads or is the arena going to be flat on the playing surface, or combination. This determines what the arena is made of.  This also affects what the vehicles are mounted to; if cardstock or thick paper card and the arena is paper, vehicles slide off banks.  The underside of the base must be made sticky like or grippy.  Sometimes just a coat of matte finish paint keeps vehicles from sliding.
